You are right. It is not an bug. Thunderbird handle HTML Mails equal.
Only the user excpect other behavior.
Problem:
HTML Mail with CSS etc..
How to Replay:
1) Leave the original Layout but on witch position enter the new Text.
2) Rewrite maybe the Images CID:
etc...
