This patch implements the ability to count the number of authenticated users
to a Horde site (via the session data).  There is a script to count the
users and return that on the command line.  Eventually, there could be a
preauth login hook to restrict a Horde site to a given number of concurrent
users.

Only the none, SQL, Oracle, MySQL, and PostgreSQL session handlers are
supported.
