Right, that's what I'm proposing for the time format preference as well. 
For each language present, there would be the possibility of two message
formats, depending on the twentyFour preference.  You'd just need to nest
another foreach $timeformat loop inside the $lang loop and have a way of
setting $timeformat for each recipient.  At least I think that would be the
way to handle this.
