[Tickets #1930] NEW: Error in Weather.com portal block

Steps to reproduce:
* Fresh install of Horde from Gentoo ebuild: www-apps/horde-3.0.4
* Checked /etc/php/apache-php4/php.ini, made sure allow_url_fopen = On
* Logged into Horde
* Navigate: Administration -> Setup -> Portal Block Configuration
* Entered real login information into the Weather.com fields, even though it
says that any strings work. ;-)
* Navigate: Horde -> Layout
* Drop-down: "Horde: weather.com"
* Click "Add"

At this point, I get "Error: The weather.com block is not available."  I
check the logs and nothing is in them (previously, I had not set
"allow_url_fopen" correctly, and this error did appear in the logs.  Now,
I've set it, so there is no message anymore.)

Next:
* Click "Save"
* Click "Edit"

Now I get a new error: "Notice: Undefined variable: defaults in
/var/www/localhost/htdocs/horde/templates/portal/layout.inc on line 94"
