currently the following locales need the new specific locale sort function:
Persian (fa_IR)
Japanese (ja_JP)
Norwegian Bokmaal (nb_NO)
Chinese (Traditional) (zh_TW)

Many other locales may have sort problem which may be added to above list
when translators feedback us.
