In non-utf8 environment (e.g. cs_CZ = latin2) localized texts shown in a
separate window after clicking on the "Help" button are not converted to the
proper charset and remain in utf-8 which conflicts with http header and html
lang settings, so internat. characters are displayed wrong.

Similar problem is in "calendar widget" (i.e. the javascript popup layer
with small calendar you see after clicking on the icon beside form fields
for datetime information.

Tested on horde 3.0.4 with Apache 2.0.54 and PHP 5.0.4.
