My problem is that I've used ticket systems that auto-reopen tickets, and
it's a huge pain - people say "thank you" and reopen tickets, etc. And
that's with a controlled environment - I'd never want to enable this on
bugs.horde.org because of the mess someone could cause just by deciding to
be ornery.
