This task would add the ability for an Administrator to create a Global
Share.  The System would own the share and an Administrator could delegate
permissions to modify or create entries in the share.

Applications would include using a Global Share as a calendar for booking
resources in Kronolith, publishing a corporate calendar, etc.

Benefits beyond having this tied directly to a user is mainly permanence. 
When a user leaves, the share stays, even after their account is deleted,
which would not be the case if their account was deleted and associated data
along with it cleaned up.
