I'd look at a patch to do this via CSS. From experience with earlier
versions of IMP, introducing frames becomes a maintenance nightmare pretty
quickly. A CSS example is here: http://www.madism.org/debian.pear.php. Works
in Firefox and Safari - of course, not in IE. How many windows boxes do you
have? ;)

(this is now definitely something for the dev list or perhaps a new ticket)
