the KOI8-R charset selected in the charset dropdown of the message
composition window is actually sent using Windows-1251 charset. A sample

KOI8-R is indeed the standard charset for Cyrillic email. Even though using
Windows-1251 is often an issue in itself for recipients, it wouldn't be too
bad if the Content-Type header said so. But  instead it has KOI8-R, which
misleads MUAs into using an incorrect charset by default when displaying the
message.
