i got exactly the same problem on creating the first Forum,
with ParentForum as TopLevel:
"Parent forum. Invalid data submitted."

Agora is latest CVS-Version (07/04/2005)
Horde: 3.0.4 release
Data Tree is SQL-DB with horde defaults

its the absolutly first time for module agora
