This is fixed now. There were two problems. One was that permissions were
still being created by page name, instead of id. That's why the permissions
Jan was setting weren't having any affect. If you look at wicked:pages
children, if there's a (number) after the page name, it's created correctly.
Otherwise just delete it; it won't do anything and needs to be re-created by
id.
The other problem was we were aborting permission checks too early if we
didn't have a current page. That's why guests couldn't create pages.
Actually probably was any non-admin user couldn't create a new page.
