There's now a new configuration option under the 'Email Settings' tab to
control this. Just set $conf['mail']['incl_resp'] to false to exclude the
responsible users from emails about a ticket that has been assigned. (of
course, any responsible users who are listed as ticket owners will continue
to receive email).

Is this more or less what you were after?
