A bug seems to prevent users from selecting another language in the login
screen. The language always changes back to the one that is configured in
the nls.php or detected from HTTP_ACCEPT_LANGUAGE.

The request URL seems to be wrong, as the ampersand is encoded, e.g.:

http://host?Horde=...&amp;new_lang=de_DE

instead of:

http://host?Horde=...&new_lang=de_DE

A patch of the file templates/login/login.inc fixes this problem, at least
for me. Maybe this is fixed in newer versions of Horde already.

The patch is included in the attachment.
