I believe that Graeme is correct, and this was to allow editing of MIMP
prefs from the web interface.

I've un-merged the change for now, but have left it in HEAD; we should
revert it in HEAD also as soon as we can find a better way to handle the
case of MIMP, and other similar apps (for instance, do I really need to log
into IMP to edit my prefs? Aside from the case of folders, no, but we can't
break BC now, so...)
