This should probably be wrapped with a permissions block to only allow
Administration members to see this block.

Attached is the beginning of a patch - it does not contain the permissions,
yet, but hopefully by the end of the week I can get that wrapped.  

There are a couple things I'm not sure I'm doing in the 'Horde' way (like
using the renderInactive of a Form) but it works for now. 

 I also want to change how email addresses which are not users are formatted
(currently its displaying their email address twice, once outside the <> and
once inside).  

Maybe these are easy modifications to make, and I'm just overlooking an
option, but eitherway I think this is a useful enhancement.
