To whatever extent is possible, we should use pure CSS to position the top
menu of Horde applications, allowing themes total control over the menu's
appearance. Once this is accomplished, the menu HTML should be moved to the
bottom of the page as it should no longer be order-dependant, and putting
the main page content first will result in a better experience for screen
readers, lynx/links/w3m users, etc.
