This patch provides three functional enhancements for Jonah:

1) Fix an off-by-one error for local channels when only one article is
available (lib/News.php);

2) Define an alternative view ("Internal") to render local channels within
the Horde frameset rather than in a new (undecorated) browser window;

3) Extend the permissions model by adding a new permission type
("jonah:admin") to grant administrative access independently for the Jonah
application, and add external channels to the permission set for more
granular access control
