Any categories that are two or more levels are no longer expanded when you
reload the Trean view. Same for if you collapse the whole tree; when you
reload it's expanded again. Seems like the expand_tree preference is
overriding the current state, when it should only be defaulted to if there
is no current state (via cookie, saved by the tree javascript).
