I think I figured this one out. There was a PHP rpm security update which
caused the PEAR library to be incompatible with Horde as documented above.
This is from memory but I believe I removed the rpm PEAR library and then
re-installed from PEAR directly.... Something like rpm -e php4_pear and then
re-installed using "pear install ..."
