in the rule diplay there is a small displacement in the table display, when
the browser screen is small (and the language is "verbose", like German).

Consider to add vertical alignment to templates/rule/filter.inc
aka
<td style="padding:2px" valign="top"> or
<td style="padding:2px;vertical-align:top">
