After a HEAD update something has happenened with the permissions. 

Only the administrator can see all modules, all other users have pretty
rough restrictions (e.g. no webmail permission).

Even as Administrator I can't see my addressbooks, turba doesn't offer any
of those in backends.php.

This seems to correspond with this new feature
