I don't understand this.  When a filter is run, there is a filter report
line PER email.  I've never seen a time when one line was in reference to
more than one email.  I can understand that if a message is permanently
deleted, then there would be nothing to link to, but if it's moved to
another folder (including trash) then there would be a valid target for the
link.
