Yes, it does.  But it would make sense to have it in a more easily
accessible form... from an admin point of view, it is easy to write a simple
script to pull it out and sed it into shape.  I was thinking regular users
have no such luxury and are restricted to the web interface.  Either way, it
is no biggy.

In terms of a master system log, I can see potential uses for tail -f
sms.log, rather than polling the db.  Still, with triggers coming into mysql
I can see some fairly simple ways to sort that out too ;)
