Yea, I pretty much thought as much.  I'll resolve this since it's not an
issue with our code, but this one provider's server.  One last question, if
the userbase for this particual install is okay with it, would it be an
option to force a supported charset on the entire interface?  Would this be
done through config/nls.php?
