There is no date_format in prefs.php.dist, as far as I can see... only
report_time_format.  Personally, I think it's better to keep these prefs
separate.  The search view can get cluttered with full timestamps, but this
is valuable in the ticket detail.  First patch is for templates/comment.inc.
