I don't know what the history is on this but it certainly seems like a
reasonable request.  Say, as an analogy, if I decide to set a group policy
on some certain operating system, say Windows, that policy should certainly
overrule whatever the local user policy is.  And a workaround wouldn't be to
tell the administrator to edit the registry entry HKLM\foo and change it to
HKLM\bar.  Why would a user setting override a mandatory system setting?

Seems like the logic should be:

Locked? Use locked value
Not locked?  Look up user value, if not set, use default
