I can reproduce this problem.  Clean install of Horde 3.0.9.  Only other
module installed is IMP.  Preferences and authentication backends are LDAP. 
Datatree driver is MySQL.  Agora from CVS as of 01/14/2006

I have as yet been unable to find the problem but I am still looking.
