I've noticed that if you have a preference setting such as "themes" allowed
to be changed for users, but then go and lock the theme setting in the
prefs.php, that the user's personal settings still take precedence.  I am
using a MySQL backend, so I'll be writing a script to remove the theme
setting from everyone's preferences, but I would think that for design, a
locked preference should be consistent for all users.
