The mnemo sk_SK/help.xml fails to build:

Updating sk_SK help file for mnemo.
Warning: There was an error opening the file
/httpd/horde/po/../mnemo/locale/sk_SK/help.xml. Try running
translation.php with the flag -d to see any error messages from the xml
parser.

Running xmllint shows:

help.xml:7: error: Input is not proper UTF-8, indicate encoding !
