Another idea - what about having the 'Forward' button be a javascript popup
menu that would allow the user to choose from 'Forward entire message' and
'Forward attachments only'?  This would also be useful for the Reply button
- i.e. having a single reply button that may contain the options 'Reply',
'Reply to All', and (if necessary) 'Reply to List'.  We could default to
having all these options simply displaying on the action bar if javascript
is not available.
