Projects can't be accepted/refused with no admin inteface been available in
menu to the administrator. After looking arround, i've found admin.php but
no link to it at all... Looking at Hermes project, I saw the same admin.php
with a link in the menu whenever the administrator is looged on. This patch
is pretty much a copy/paste of what I've found on Hermes project. Hope it
