There is a chance it might be a bug in PHP itself.  I notice that using
date() also gives the wrong time, saying that i'm GMT +0100 and in BST. 
This is a Windows server using PHP 4.3.3; is there a known bug?  If that's
the case then Horde is fine.  If so, is there a fix?
