Content-disposition headers are in fact prioritized. I think the "click here
to see a thumbnail" is fairly useless; you might as well click to the the
larger image initially. 

I'd bet Chuck's comment about not making it configurable was made because
this would make one more configuration option for the end-administrator and
one more variable to store for a not-so-essential feature.
