Are you talking about the sidebar?  Because the folder navigation drop down
contains the newly contained folder.

As far as the sidebar, we don't refresh it when creating any folder.  For
that matter, we don't refresh it when doing any folder altering action.  So
if that is the issue identified, this has nothing to do with virtual
folders.

Chuck, did you accept this because of the latter issue?
