Well, in short, I'm using 3.0.6 and it's doing it.  So the bug hasn't been
worked out.  I appreciate the information you're gave, however that doesn't
really help much with the problem bogus or not.  In the interest of helping
those that might find this problem in the future....

vi /usr/share/spamassassin/50_scores.cf

find:

score HELO_DYNAMIC_IPADDR 3.520 2.754 4.070 4.400

And adjust it accordingly or comment it out.  That will at least make your
webmail stop getting tagged by spamassassin.
