The up arrows should all line up on the left of the Filters page, but the
column is right aligned, so if there's no down arrow (like in the last
rule), then the up arrow appears on the right, beneath all the down
arrows.  The same problem exists in FW3, but not FW3_0 since that version
used two separate columns for the up and down arrows.
