When trying to move a rule up or down, the rule doesn't get moved.
Also not if if specify the new location of the rule in the "To:" filed.
It seems that only the "rulenumber" parameter gets changed. But the
"rulenumber" parameter doesn't match the Rulenumber in the listing of the
rules.
