Sorry this is not real answer  - why other data ( exe, PDF ) not have this
problems ?? And more users  norlally send this over emails ?

MSIE 6.x  , Firefox   1.5.0.6    ??  This not problem  in browsers !!! 
PROBLEM  is  IMP inefficiet algorithm for data encoding !!!

please test it.
