character encoding is not applicable with the accented characters used in
Personal Information options in Horde.

For example my name is "Daniel Andrés Rebolledo Hernández" (spanish)
when I put my full name with accented characters in the "Personal
Information" option of Horde i can't send e-mails anymore, only receive
(the system says that "the e-mails has been sent", but really don't
work).

If i edit my name edit to Daniel or anything else but without accented
characters, Horde works again, and i can send e-mails. I report that to my
webhosting provider in april of 2006, tech area says that the bug has been
reported to Horde developers, but the problem persist.
