As an update, I have run extensive command line invocations of gettext for
all the definitions in the horde greek po file. The results show that
gettext responds consistently and correctly. No erratic behaviour is
observed. So my guess is that within the Horde environment, the preferred
lang parameter is not alwasy passed correctly to gettext. 

Any ideas on how to confirm this?
