I have checked out the latest from CVS, restarted apache, dropped the
database and recreated it, still there. I even tried adding "require_once
Horde.php" in prefs.php, no change. 

I did notice than in frameworks/Horde/Horde.php that loadConfiguration
takes 4 arguments, whereas it is being called with 3 in prefs.php
