Turns out that both these were set to "true" in horde/config/conf.php:
$conf['hooks']['preauthenticate'] = false;
$conf['hooks']['postauthenticate'] = false;

But I had no hooks configured.  Not sure if they were set to true in
conf.php.dist when I installed (ages ago), at least I can not remember
having set them myself.
