Under IE 7.0 release, the blue-and-white layout isn't displayed properly. 
Please see attached screenshot.  Users are kinda confused because they
don't see the IFolder (X),  Page 1 of X, and 1 to X of X across the top.

This is Horde 3.1.3 and IPM 4.1.3.
