Correct.  I am only a user of the Horde application since my ISP has a
version installed for all its clients.  Since I don't have control of the
default settings when a new user is created I have to manually setup their
Horde settings and it would be nice to automate that and have my own backup
of the settings.

Again, this is a low priority.  I wouldn't expect it to be a very popular
option.
