when I select another langage in horde login screen, nothing happens, it
stays english everywhere.
the same if I select in imp options langage french for example  the
interface stays in english.

I have checked that the langage files are at the right place

and the permissions are correct.

Even if I put in Options > Global > Locale and time :

 Europe/Paris 
 on Display 24-hour times? 
 Choose how to display dates: 
 %x 

I still have english everywhere.
