This behaviour may well be desired, on security considerations, but if so,
the pertinent option should be removed from the options menus.

I have tested this behaviour with both a 'localsql' private addressbook,
and a 'localldap' public, non-browse, non-export addressbook. I have
verified that user's options settings in the MySQL database, for every
test shot.
