Hence, I propose to add the required documentation, cf. attached patch, to
horde/po/README, as this file is titled: »Translation Guide«. Please
verify my claims in that patch, and mend the points marked »??«,
therein.

It would probably be helpful to add to horde/docs/INSTALL a short
reference to this »Translation Guide« , and to create a horde/po/README
comprising the same short reference.
