I gave up and moved my horde server to a FC6. (tared at old box and
untarred on the new)... and everything worked.

Means, that the problem was not in my horde config variables, but in horde
behaviour when it runs in an old environment (RH 7.3, PHPCGI etc). 

This is not a sole ticket that targets problem between CGI and module PHP
behaviour - but there are not that many oldtimes, like me, who run a such
old system, therfore these problems are hard to reproduce and are low
prioritized.

Regardless, the old environment is not available online any more. If you
wish I can put it online and provide access information if you would like
to investigate this issue from "inside".
