However, I am not going to go so far as to allow a lesser encryption
method automatically without first telling the user. So we are not going
to do this same check at send time. IMHO, if you truly want to send
encrypted messages by default to everyone, you damn well better be sure
those messages are being sent encrypted or else I (the user) want to know
about it.
